NHS and Global Workforce

The NHS is the single largest employer in the UK and has always benefited from overseas recruitment. Recruitment from outside of the UK continues to feature as an important part of the workforce supply strategy of NHS organisations. In recent times, there has been a notable increase in large-scale, targeted international recruitment efforts by developed countries to address shortages in their domestic healthcare workforce. Code of Practice

As part of this, the World Health Organization has established a Code of Practice that specifies the countries from which active recruitment of healthcare professionals is considered ethical and those from which it is not.

 

All organisations employing health or social care personnel, contracting bodies and recruitment organisations, agencies, or collaborations recruiting internationally are strongly advised to adhere to the Code of Practice. This includes (but is not limited to) the NHS, private health care providers, social care providers, local authorities and any recruitment organisation, agency, or collaboration contracted to fill vacancies.

The Code applies to the appointment of all health and social care personnel, clinical and non-clinical, supplied internationally to the UK. This includes (but is not limited to) medical staff, nursing staff, midwives, doctors, dentists, healthcare scientists, allied health professionals care workers, social workers, residential and domiciliary care workers, and support staff within both the public and private sectors.

Navigating 'Red List' Challenges and Opportunities

Importantly, the ‘red list’ countries do not preclude individuals from these regions from being employed in the UK. The restriction primarily affects the active targeting of candidates by recruitment agencies. If a nurse from a ‘red list’ country, such as Zambia, directly applies to a UK healthcare employer, there are no impediments to their potential employment. Similarly, if a UK employer conducts interviews and extends an offer to a candidate from a ‘red list’ country, engaging a partner agency for processing is allowable, as the agency has not actively targeted the candidate.

 

Direct applications and employer-initiated engagements are permissible, ensuring fairness in opportunities.

Adapting to Dynamic Code of Practice Changes

The Code of Practice undergoes frequent updates, categorizing countries into ‘green,’ ‘amber,’ or ‘red.’ Our inclusion in the NHS Ethical Employers Recruiters List equips us to promptly adjust to these changes, ensuring continued compliance.
